Summer 1996... ESI Conducts Large Scale Tank Pull for University in Central NEESI conducted a large scale tank pull in early June for a university in Central Nebraska and the operation was completed in near record time. The university had a total of seven tanks located at six sites spread across the campus. The tanks were located in difficult positions many were under concrete. The tanks had to be excavated, decommissioned on site, the contaminated soil removed, and the area backfilled and clean in a matter of days. The university had a narrow margin of opportunity in which to complete this project and ESI was up to the task. Seven men, a track how excavator, rubber-tire backhoe, vacuum truck, an air compressor, two pick-ups and three tandem axle dump trucks mobilized early on a Monday morning. First, all utilities were located according to plan and marked. Concrete was then broken up and removed from the area and excavation with the trackhoe began. Lower explosive levels (LEL) were monitored and when safe, the tanks were removed from the excavations.
The Dominator VacTruck vacuumed free liquids from all the tanks, turning the material over to a major recycler. Once clean, the tanks were decommission on site, certified as such and scrapped. Next, all contaminated soil was removed from the excavation and hauled to a nearby approved landfill. Over 520 cubic yards of contaminated soil was removed from the holes. All tanks and contaminated soils were removed and the excavations backfilled in two days. The majority of men and equipment returned to Omaha by Wednesday. ESI repoured all areas that were formally concrete and graded and seed all areas that were grass. ESI completed entire project, from mobilization to return, in five days.
NEBRASKA U.S.T. PROGRAM UPDATE The Nebraska Underground Storage (U.S.T.) program, created in part by the Resource Conservation and Recovery Act (RCRA) was started in Nebraska in 1986. According to Mr. Clark Concklin of the State Fire Marshal Flammable Liquid Division, "close to 50% of the tanks in the state have already been removed,...a total of about 8000 tanks." All U.S.T. need to be replaced, updated or removed by December 22 1998, and any new tanks installed need to meet specific design standards set forth by the state. Requirements for the installation of any new tank include a corrosion protection material for the tank and piping and release detection equipment. The U.S.T. program is funded primarily through state tank fees. Mr. Conklin also added that four full time state inspectors and six delegated authority city inspectors are working on a part0time basis providing ongoing compliance inspections.
